In a pivotal institutional move, the Board of Directors of the Financial Services Institute (FSI)—affiliated with the Financial Regulatory Authority (FRA) and chaired by Dr. Islam Azzam—issued a comprehensive decision to restructure the Regional Center for Sustainable Finance and Carbon Markets (RCSF).
This move marks a significant evolution in the Egyptian financial ecosystem, transforming the center from a traditional capacity-building hub into a leading center of excellence that provides specialized technical, research, and advisory services.
This development aligns with the substantial growth witnessed in the Egyptian carbon trading market over the past two years, culminating in the transformation of the voluntary carbon market into the Egyptian Climate Exchange (EGCX), scheduled for launch in May 2025. The exchange will serve as an effective bridge between environmental projects and responsible, sustainable finance, thereby enhancing international cooperation opportunities and cementing Egypt’s position as a key player in the future of global sustainable markets.
The decision establishes a robust governance structure—a prerequisite for carbon markets and climate exchanges to achieve genuine liquidity and credibility.

An advisory board comprising exceptional sector experts will guide strategic priorities, while an executive director (holding the rank of Head of Central Department) will oversee annual operational plans, strategic partnerships, financial allocations, and regional memoranda of understanding.
